[MINOR][INFRA] Upgrade Jira client to 2.0.0
### What changes were proposed in this pull request? SPARK-10498 added the initial Jira client requirement with 1.0.3 five year ago (2016 January). As of today, it causes `dev/merge_spark_pr.py` failure with `Python 3.9.4` due to this old dependency. This PR aims to upgrade it to the latest version, 2.0.0.
