Prod. globus infrastructure, next phase: Work out and test the logistics of Globus downloads from NESE

Now that we have largely worked out the upload process, we need to similarly confirm that downloads via Globus are working as well on the data stored at NESE.
This side of the Borealis app is being actively developed r/n, we'll need to pick a reasonably stable version and test everything thoroughly. It's not entirely clear as of now whether stock 6.2 will be sufficient, or we'll need to deploy a patched version with some fixes from Jim's latest PR (not yet merged) added.

OK, IQSS/dataverse#10451 has been merged.
And, with the latest fixes in the Borealis app installed in prod., data files stored at NESE are now downloadable. Provided the end user has a Globus client set up and knows what they are doing. Still, 🎉.
We obviously want this to be independently tested, maybe even by somebody who has never used Globus before. That will need to wait until #260, the end-user documentation is completed. So I'm leaning towards closing this issue, under the assumption that the functionality will be tested as part of the overall QA for #260.
