Being able to create a dataverse with the same alias at the root sounds like a bug, but I think users should be able to create a dataverse with an alias of "jaguar" in both a "cats" dataverse and a "cars" dataverse. That is, dataverse.example.com/cars/jaguar and dataverse.example.com/cats/jaguar should both be valid, in my opinion, once we switch (in #3649) from id numbers to aliases in URLs.
