Review UX to give access rights for services to other users

A user finds this:

image Q: How does he/she know whom to contact and how?

perhaps a simple solution would be to instruct the user to contact the service owner in the pop-up warning

  • i.e., supply the username and contact details of the service owner automatically and immediately?
  • and suggest that they be contacted
    otherwise I feel this issue will just continue to reoccur
