I haven't touched tooling on this repo in quite a while. This PR brings in a bunch of improvements utilized in other packages I've worked on recently, such as https://github.com/JoshuaKGoldberg/sinon-timers-repeatable.
This shouldn't change anything in the published package other than switching some
types tointerfaces.
