Remove BFT library

Description

LiskBFT will be part of the module, and all the logic should be migrated.
This issue is to remove the library after migrated and delete the ignore flag on the Jenkins.sdk and package.json files

Acceptance Criteria

• Remove all reference to the @liskhq/lisk-bft library
• Remove ignore from the Jenkins.sdk
• Remove ignore from package.json

• this issue should be handle after Improve plugin and channel implementation #6612
