Provider dashboards missing custom buttons

1. go to Compute > Infrasturcture > Providers (or Cloud)
2. click a provider detail
3. on the provider dashboard, custom buttons are not shown
4. switch to summary view
5. in summary view, custom buttons are shown

(To define a custom button:

1. Go to Automation > Automate > Customization, Buttons accordion
2. pick Provider in the tree
3. add a group and a button)

@himdel I'm thinking that if all the other buttons are shown on the dashboard, then, of course, the custom ones should be there as well.

Well on that "if" -- @skateman was fixing that in some of the Dashboards while unifying the Dashboards.

So we probably dediced that toolbars should be on dashboards ;-)

The custom toolbar code needs to be updated to do that. The value 'main' for @display is hardcoded there for now.

@martinpovolny I wasn't touching the dashboards 😉 you are probably confusing them with the topology screens.

@skateman : right! I messed up the inconsistencies. I was adding a "flash_div" to the Dashboard screens because toolbar buttons did not have a chance to "flash" w/o that. So it was me, touching that ;-)
