The GH Actions have gone a bit stale and are failing for spurious reasons. This PR hopefully fixes that.

I have no experience with GitHub actions. Have you tried running the modified actions locally?

Thanks @ml-evs, these changes looks reasonable to me. Lets merge this and further adjust things if needed.

The jobs themselves work fine, it was just our invocation of them, e.g. the default Ubuntu version increased and now subversion is not installed by default. You can see the failing runs in my other PR that this one fixes!
