I'd suggest enforcing the use of black when updating the Python Open API definitions, to insure consistency and readability.

* Use pre-commit to enforce black on git push
* Add `pre-commit install` to README. For #33
* Ran `pre-commit run --all-files`
* Use Py3.7, reshuffle dev reqs
