Python 3.6 and 3.7 support has been dropped long ago. We also added support for Python 3.9 ~ 3.11.

This script is not compatible with Python 3.11 Azure/azure-cli#27775

@bebound / @jiasli , I'm closing this PR replacing this information with a link to the new Support lifecycle doc. We should maintain Python dependency information in one place. Please see PR 4355.
