In
delegation_compliance, log the transactions it's considering, to make its operations auditable. Doing so revealed some duplicated transactions.When computing payout obligations, move more of the computation to
Currency.AmountfromFloat.Log amounts in Mina, not in nanoMina.
Tested with 3 payout addresses from the "scofflaw spreadsheet" and a dump of the archive db from today.
