Update V2.3-RC to V2.3-RC2

On January 31, 2022, a new version of the V2.3 RC has been created.
This PR replaces the current V2.3-RC to V2.3-RC2.

The changes are:

• Changes to return_types field gbfs#400
• Extending vehicle_types.json gbfs#370
• Carsharing extension gbfs#350
• Add optional station_parking rule to geofencing_zones.json gbfs#349
• https://github.com/NABSA/gbfs/pull/386/files (this one does not affect the schema)

@isabelle-dr geofencing_zones.json is not valid json due to the comma at the end of this line:

Remove the comma and the GitHub Action should pass.

Good catch, these additional commas weren't flagged by the validator I used. Thanks, @testower!
