Resolves #405

This PR will be WIP for a day or so while some issues are discussed and for the project maintainers to give early feedback. Once it is ready for review the WIP will be removed and someone will get tagged by me to request a review (in hopefully not an annoying manner).

- Install neonUtilities from GitHub
- Install nbrmd
- Use a modern snapshot of MRAN

For those interested, as this PR develops you can check the state of what it is like in the Binder session that the first commit sets up. Just click the badge to get started Binder

The badge will bring you to the Binder session running the neonUtilities.Rmd R Markdown as a Jupyter notebook. So just use standard Jupyter controls to run it.

Specifying the kernel to nbrmd allows for Binder to launch into the
IRkernel without having to be manually set by the user
The nbrmd project got renamed to jupytext
