Improvements for theme development, some more #2

A new theme "Bise" is set to default, overriding original "Zircon". This is to modify themes by overriding CSS and wig templates.
Some modules for development installed and enabled (devel and kint)
software type counts (collections, components, workflow) now shown in the front page.
