This has run through the global workflow for 40 cycles on both Hercules and Hera without issue and I am thus now opening it for review. |

@aerorahul It's not clear to me why this failed CI as the log file looks to just stop mid-compilation. I am not able to rerun the job myself. Would you mind rerunning the Intel tests? |

This upgrades the libraries for the repository to those installed with spack-stack version 1.6.0. This includes the following upgrades:
netCDF-fortran 4.6.0 -> 4.6.1
CRTM 2.4.0 -> 2.4.0.1
