Description

To expand the FHMAX_ENKF when EUPD_CYC=BOTH for gfsefmn jobs to support ensemble workflow develop

Requirements

Expand FHMAX_ENKF to 120h or more, when EUPD_CYC=BOTH for gfsefmn jobs

Acceptance Criteria (Definition of Done)
