P8 missing interpolated pgrb output for a specific subset of output hours #985

Expected behavior

Interpolated lower resolution files: pgrb2.1p00.$fh , pgrb2.0p50.$fh , pgrb2b.1p00.$fh , pgrb2b.0p50.$fh files should be created for every output hour ($fh). The output hours are 6hrs apart, from 000 to 840

Current behavior

These files are successfully created for all times except for fh 012 018 024 042 048 054 072 078 084 090 096 . Note that 000, 006, 030, 036, 060, and 066, as well as any fh > 100 are created successfully

Machines affected

Behaviour found on Hera but unlikely to be machine-dependent

0.5 and 1.0 degree grib files were not being generated for most two-digit
