Need to replicate install directions for Running, Testing, and developing NGEN on various platforms/systems.

Current behavior

File is empty

Expected behavior

File should have correct instructions for installation on various systems

Steps to replicate behavior (include URLs)

Going to copy the Docker installs from tests, currently have:

Docker
RHEL
Ubuntu
Install for testing
