Per #752 and its predecessors with refactoring configuration parsing, the unit testing around these needs to be refactored as well. Currently, the Formulation Manager tests indirectly exercise all the relevant features, but it would be good to refactor the tests and get some isolated tests of the config parsing mechanics as well as the DomainLayer addition from that PR.
