As more and more libraries are built on this project, the support for Windows platform is necessary. Although PR #31 already makes such effort, but it is lag behind the newest version. I think the official support for Windows platform should be added in the future.

I want to multi-GPU and multi-node training on Windows, how to install nccl?
I have already download 'nccl_2.8.4-1+cuda10.2_x86_64.txz' from your offical website, but don't know how to use it?
please help me, thanks in advance!

@xyl-507 thanks! Unfortunately my changes were for nccl 1.0 and now they completely rewrote the repository in version 2.
