submodule-sync to create a PR keeping thirdparty/cudf up-to-date.
HEAD commit SHA: 1b0e913, cudf commit SHA: rapidsai/cudf@6b20f2a

This PR will be auto-merged if test passed. If failed, it will remain open until test pass or manually fix.

This appears to have been caused by rapidsai/rapids-cmake#236 which was recently reverted in rapidsai/rapids-cmake#242. The build is now passing for me locally when it wasn't before, so the next sync should succeed.
