Local docker configuration build + documentation 📝

This PR introduces the following changes:

• Removal of docker push on pipeline (due to NEXT_PUBLIC_BASE_URL needs to be loaded after build #43 )
• docker-compose takes into account .env.local file instead of duplicating configs
• Simplification of docker using npm with npm run docker
