volk: add -DVOLK_CPU_FEATURES=OFF if isPower64

Description of changes

Three of the volk tests segfault on powerpc64le without -DVOLK_CPU_FEATURES=OFF. Let's add -DVOLK_CPU_FEATURES=OFF so the tests pass.
