python3.pkgs.gevent: use cython3 and update build dependencies

Description of changes

This was discovered during testing the new Python bootstrap, which reports errors when build dependencies are not satisfied. The gevent tests are disabled because they fail, and I'm not sure after a quick look how to fix them.
