The strings "ms" and "sec" are not localized on Output - Package Manager window. #11297

Output Window should output localized time spans from restore operation logs.

Installind a package, restore time (circled in red) shows 'ms':

Fixes NuGet/Home#11297 ; makes restore time units localizable by using string resources.
