This is a mechanical conversion of the adopted Code of Conduct google-doc, using Pandoc.

I've fixed up some minor formatting issues (such as run-on sentences in bullet point lists), double square brackets around links and unnecessary {.underline} attributes in links.

I made the last two items (Events and Attribution) level three headings.

As an alternative we could create a .github repository in the OAI organisation and have this file there, which would apply to all repositories, but I think it's easier for folks to find if it's within the main repository.
