Implement: OCA#3554 In order to cover tests, added a class to test PEC Server. The following fields: - `pec_error_count` - `lock_on_max_pec_error_count` are now set in new class `TestFetchmailPECServer` setUp() method, and they're default value will be tested post-install.

La configurazione del server per lo scaricamento dalla PEC viene disabilitata quando viene raggiunto il valore del parametro di sistema
fetchmail.pec.max.retry.L'aumento del contatore può avvenire molto di frequente, specialmente se le email di notifica "Email non processata.." vengono ignorate e lasciate in casella PEC come non lette.
Le due issue linkate sono state chiuse a fronte di #2316 (comment) in quanto non è consigliabile impostare le PEC come lette per bypassare il problema.
Una soluzione meno invasiva sarebbe quella di evitare l'incremento del contatore da impostazione server.
