Just built this PR and confirmed for
ogrinfo -ro WFS:https://inspire.brandenburg.de/services/ps_schutzg_wfs --debug on

there are now two requests less (also a request for the schema):

HTTP: Fetch(https://inspire.brandenburg.de/services/ps_schutzg_wfs?SERVICE=WFS&VERSION=2.0.0&REQUEST=DescribeFeatureType&TYPENAME=ps:ProtectedSite)
HTTP: Fetch(https://inspire.ec.europa.eu/schemas/ps/4.0/ProtectedSites.xsd)
