For OpenQDev/OpenQ-Contracts#7 we need a new adapter that checks ownership over a GitHub repository or organization.

Ownership in terms of an organization refers to membership at the moment. By implementing access token encryption we can let the oracles make requests to the GitHub API on the users behalf, enabling us to check for true ownership.
