Description

This PR adds the "Getting Started > Webpack" page based on:

• the previous corresponding Boosted page (see code source)
• the corresponding Bootstrap page (see code source)

Please that not all content can be reintroduced in this first PR, as some components or concepts are not yet described in the rest of the documentation.

⚠️ Needs a screenshot that needs at least:

• To be taken from Safari
• To have the CSS of titles merged
• To have the CSS of buttons merged
• Needs to take place of /site/static/docs/0.0/assets/img/guides/webpack-dev-server-ouds-web.png

⚠️ This PR would need to include some recent things merged in main branch after a11y improvements. I'm thinking about #2696, but there are also other modifications with the alt, etc.

Closing it since we won't merge it for a long time, it'll be easier to reopen it once we'll be sure that the content can be merged asap, rather than maintain it for a long time imo.
