This puts the SRA validation code in AppBase to make it function the same for all services.
Now it uses one call to NCBI eutils to determine the existence of an SRA accession and the title. It only allows run accessions through. If the request to NCBI eutils times out, then the accession will be allowed. An initial regular expression is used to guard the input. It requires three letters followed by at least one number.
