Fix a bug when reduceHigherDim in HIP
错误原因：
在进行数据load的时候每次只load一个数据，但是在进行数据转换的时候当成4个数据进行访存，导致访存越界，目前只在HIP 中报错。
修改点：
将ReduceHigherDim中的REDUCE_VEC_SIZE 改成1
