修复python端cond组网api， 在以下动转静单测

    # test_ifelse.py
    def forward(self, a, b, c):
        a = paddle.matmul(a, self.param)
        a = paddle.reshape(a, (2, 4))
        cond = paddle.to_tensor([10])
        ten = paddle.to_tensor([10])
        out = paddle.equal(cond,ten)
        if out:
            a_argmax = a.argmax(axis=-1)
            b = b + self.param
        else:
            print(c)
        return b

上的报错问题。
