Make Org order consistent in Organizations view and left dash nav #10075

As per #9973, new left dash nav orgs are sorted by tier (enterprise, team, starter) then alphanumeric within each tier.

Small request that the Organizations view (https://action.parabol.co/me/organizations) also follows the same sorting.
