PR description
Matching eth-clients/goerli#59 update the Görli boot node list. There are two changes:
52.64.155.147 is the PegaSys-run node which is using an ephemeral IP address that will be lost if the instance fails for any reason. It is being replaced with a new node built correctly with an elastic IP.
213.186.16.82 is consistently offline so is being removed.
