Thank you for the PR. As part of #804, these changes were integrated in addition to testing on macOS now. But we could still use a CI for windows if you'd like to do a follow-on PR. Although windows has some failures as I've noticed. |

Improve tests CI job by defining matrix combination for Python version and associated tox environment.
This reduces duplication and eases future updates.
