Just to be clear -- I intend for any changes I'm making to be a 3.x release. Planning to modernize the repo a bit.
This is the first in a series of PRs - this one simply drops old pythons and moves us to github actions and gets the tests running on macos/ubuntu as they were previously on travis. A good place to start.
