Bug: Visualize page showing extra tiles with no backing data source #244

Test case: SERF, SE/NE, OCT 2012.

I used debug tools to delete the SVG elements for each of those green tiles. The result:

Fixes from #244, particularly

fixed some problem but introduced others.

A more complete fix has been implemented and this time it is unit
tested!
