Currently, the valve defaults in the file use integer numbers. Passtime cvars are unique in that most of them use a nonstandard "float" value.
A lot of the defaults specified in the cvar truncate necessary float digits (such as the throwarcs) which are used to determine decimal values - and passtime as a gamemode uses a LOT of control cvars compared to 6s or HL where those gamemodes have less exposed cvars
