Location tracking camera

• First pass at location tracking; it's still slightly rough around the edges (tilt in particular does NOT actually work yet), but it's a huge step from the status quo
• Ports the static location engine design from SwiftUI (which forms the core of how we pipe updates from the core into MapLibre)
• SHOLUD get things into a state where we can cut a release and have Android releases again on Ferrostar :)
