Review running version increment automatically off of master/prod update

Description

As a developer I'd like to have automation around generating the changelog, package.json, and version tag increment.

Acceptance Criteria

• Retain the ability to force a version increment on merge into master.
• Changelog.md should display a version increment
• Package.json should have a version increment
• Github tag should have a version increment

Assumptions and Questions

• retain version increment ability
• reviewing using a bot, or some combination of bot and general issues to generate a version increment
