First cut of multi-lingual for a lot of pages, starting to remove kendo from suite (tables first), lots of bug fixes, some async bug fixes, new system queue, department audio, new personnel and units pages, livekit support (preferred voip).
fixed localization in a number of profile pages, added static shift edit and delete capability, fixed issue with calendar recurrence and time zones, adding missing multidate picker jquery component to libman, fixed defaultProfile.png url ref to hosted website instead of local, some new localization for shifts (not complete)

- Revoke and rotate this secret.
- If possible, rewrite git history. Rewriting git history is not a trivial act. You might completely break other contributing developers' workflow and you risk accidentally deleting legitimate data.
