Not functional yet. This is the UI & persistence side of #572.
This changes the controller LED color. Now I need to add the option to change it in the settings
Only works for DualSense; in my testing, my DualShock 4 ignored the requests to set the LED to off.

This allows the user to change the controller LED while using Ryujinx. Useful for PS4 and PS5 controllers as an example.
Unfinished, right now it just turns the LED off. I will finish it over the next few days
