Cleanup and improve configuration page

[kavics]

• ".settings" postfix removed from the titles
• "Learn more" href fixed.
• "Learn more" links are displayed only if there is documentation for that setting (hardcoded whitelist).
• "Delete" icon button added to the custom config files (hardcoded blacklist).
