Because every version of rails depends on Ruby >= 3.2.0 and Gemfile depends on rails >= 0, Ruby >= 3.2.0 is required. So, because current Ruby version is = 3.1.6, version solving has failed.

I see that Rails 8 dropped support for 3.1 but why is Rails 7 CI failing.

@KaanOzkan there is (at least) one spec adding rails main to a Gemfile:

We fixed CI in #2029 but it's pointless to rebase here; I'll merge this PR given that only Ruby 3.1 known issues broke.
