Due to some builds of inkscape not supporting the --without-gui option, as well as the current build time taking upwards of 30 minutes, I have decided to remove the build step from installation. Instead, the cursor theme has been precompiled and all you have to do is install it. I have also made a few other changes, such as a better preview image for bibata tinted, and a clearer install script.

Since the installation method for windows was not affected, there aren't many major changes between this release and the last. However, a few things like the readme and bibata tinted preview image have been changed, so for the sake of uniformity, I'm making a new windows release.
