Initial testing configuration

This release and code at this point is a quick proof-of-concept implementation of the functionality and various mechanisms for robustness, devices should remain in operation under all conditions, however triggering rejoin or full system reset under some conditions. These are to be monitored and improvements made as required.

No binaries available as code needs to be compiled with the right app key and eui.
