refactor: convert capabilities:translations command to yargs

• converted capabilities:translations command to yargs
• updated it to use chooseCapability rather than duplicating its code (added a verbose option to chooseCapability to support this)
• made capability-version a flag (option) rather than an argument (positional) since the only valid value currently (and probably ever) is 1. This simplifies the code and the documentation.
• slightly refactored chooseCapability to make calling it more readable
• updated unit tests
• added a "temporary-nodes.md" file to start collecting notes for release notes
