How to reproduce

Enable fuzzy skin, enable apply on first layer when Contour or Contour and hole is selected.

Actual results

It should apply fuzzy skin on first layer, but nothing applied.

Same issue on macOS (OrcaSlicer 2.1.1)

* Fix issue that Contour / Contour and hole mode not working properly (#6414)

* We have `is_contour`, so need for complicated hole detection
