Characteristics are not adding correctly

Characteristics EXP Purchases are treating Characteristics as a rank 0 ->1 rather than counting it as 2. So it's only charging the players 10 xp to go from a 2 to a 3 instead of 3 xp.
I believe this is due to the system thinking that they have a 0 with a +2 modifier from Species rather than 2 ranks.

I noticed that too, and was wondering if it was linked to using a non-english version (French in my case)
